This is the same as Pro Agility correct? Romo surprisingly ran like a 5.0 40 (although he has to be faster than that) but he has elite elusiveness and a good time in this drill so it definitely correlates.
In fairness, he put on a lot of fake weight to tip the scales, he'd probably play at 10 pounds lighter but he wanted to make it seem like he could add weight to his small frame. He'd play faster at his playing weight.
