I've seen the term tossed around before, but it caught my attention most recently in an episode of House of Cards on Netflix. So many questions, and I don't even know where to start... I've been there out of curiosity, and I couldn't believe what was on there. Makes you realize there are some sick people out there... I didn't go further than browsing the hidden wiki page. By the way, how are some of those sites not shut down?

The deep web is the place on the internet where "shady" deals take place. Although I have only heard it referred to as the dark web. The place is generally is accessed only through TOR, preferably with your computer booted off of a thumb drive. This is where one can find Silk Road to buy illegal drugs online, talk to arms dealers to order a Kalashnikov (full auto if you want) or ten, buy RPGs, or hire ex military Chinese corporations to do your hacking for you. Interestingly enough the place is funded to a large part by DARPA, so that US agents have secure communication routes. Unless you know what you are doing it is not a place to visit.
If you want to read some amazing stories on some of the crazy stuff going on in "the deep web," check out this guy's blog. He broke the Target case by the way. He's the go-to mainstream guy when it comes to reporting (and outing) "hackers" online. HPD folks all take a class on it from what I've heard. Or maybe just the ones going for detective. If you would have told people about this 2-3 years ago most wouldn't even believe you. Now it's fairly mainstream info.
