The Raptors have not made the playoffs or even win 50% of their games since 2007-08. The franchise has never won more than 47 regular season games in its entire existence. Yes, teams should position themselves to compete for a title theoretically. However, in some markets and for some owners, just making the playoffs is something worth pursuing in terms of fan interest and economic benefits. Besides, Raptors team are actually in 3rd place in the Eastern Conference. Empty as that may be (they would be like in 10th place in the West), that seeding would still tie for a franchise best finish. It is pretty hard to explain to fans that you are blowing up by far the best team they've seen in six seasons.
