No divide. it is awful for both reasons. why is that funny?

An huge increase in a large portion of federal contracts? yes. One contract? no.

I'm talking about defunding obamacare and the great ethics surrounding their plan to hold the country hostage.

Obama is using his power because he can. He and the American people know republicans are all about 100% grandstanding and 0% efficacy.

See what I did was use the word 'than'. It is used when making comparisons.

I am questioning your view of ethics. This current situation vs Cruz's shutdown. Care to comment?

Cruz's shutdown? I guess your talking about when Congress and Obama disagreed on spending (not really sure though). And yes it is ways obviously ethical as delaying Obamacare was completely needed (even Obama now thinks so).

This is the minimum wage that the government will allow contractors to pay their employees, not the federal minimum wage. Not only is this not skirting Congress, it would be wholly inappropriate for Congress to legislate on the subject. This is about standards for executing on government contracts -- something wholly within the executive branch of government. This is akin to my father's policy (when he was a painting contractor) of never paying a man less than $100 for a day's labor (he figured if a guy's work wasn't worth $100, he wasn't worth having on a job site).

Now a federal minimum wage for all employees of private employers -- that's a legislative subject.

I didn't argue whether he had the legal authority to do it, I argued whether he should skirt congress (he is skirting congress). Why would it be inappropriate to legislate on how tax dollars are spent?

Decisions about the operations of the Executive branch are made by the President, not Congress.

That's pretty random and arbitrary. Besides, Congress already controls the purse and can restrict the cost of contracts that way if they want.

Exactly, the GOP should get out of the way and allow a minimum wage hike which will affect a substantial number of earners, which will boost the economy by giving the average Joe more money to spend.

Except he's not skirting Congress. He's making a decision that Congress is not in any way involved in. Deciding who gets federal contracts falls squarely within the role of the Executive branch.

Sorry you can't see this at all. Congress couldn't overturn passed legislation, ACA, after ~40 attempts. They tried to rule it unconstitutional and failed. Well what to do now? Well we just won't fund it, never mind it is legislation that congress passed.

Republicans wanted to delay it for a year which Obama partly did later.

skirting - To pass around rather than across or through

Congress can pass legislation to raise the minimum wage for federal employees. Instead of this it will be done be decree.

Not random. Congress does not have time to vote on every contract, they certainly have time for this.

The only reason they wanted to delay it was so that they could have more time to kill it. Who do you think you're kidding? Pffft.

Skirting implies that he's required to go through Congress and went around them rather than consulting them. Fact is he's under no obligation, legal or otherwise, to consult this fillibuster record setting, do nothing, obstructionist Congress.

You think Republicans can continually act like anti-government nutballs and then Obama has to come to you to sign an executive order. wut?
