Options increase the value of a contract from the player's side, max players always get those because technically they're being underpaid relative to value, top 10 players live in a seller's market, they get the money and options they want. Garcia on the other hand, the offset of his option is he took a minimum contract. Morey expects if Dwight opts out, that he'll re-sign anyway for a longer deal, try and set up your flexibility on a 7.5m option that you have no idea whether it will be picked up and whether the player will stay and you'll see the issue at hand.
