I've heard that celebrities will often see prostitutes because there is MUCH less chance of a lawsuit and the escort is much more likely to be discreet about the encounter. There can be less emotional baggage to deal with as well.

For example, I saw an interview with Dave Navarro where he said that he used to sleep with fans but it was difficult because the fan would end up taking way more from the encounter than Dave did and, as a nice guy (I guess), that bothered him. With a prostitute there are no expectations of a relationship. I know that groupies should not expect anything either but I would imagine, for some girls, it's tough separating sex (especially with an idol) from their emotions.

So, while Bieber could probably get laid by any number of girls it is probably much less of a hassle for him to see prostitutes.
