Technically I think a part is created by the way you comb your hair. These side hairs are too short to part. You'd have to cut the lines with an electric razor or clippers.
Yes, we know...but it's still called a "part". The barber parts the hair with clippers. It can be on the sides or in the front and at any varying angle. It's nothing special and definitely not gang related (hilarious that some people actually default to this). Guys have been doing this since before most of us were born.

Dude guys, relax. I have one too, you get it from resting your pencils on your ears too much. Some guys, who stack 2-3 pencils, or even 4 like birdman, get multiple grooves. Its really handy and grips well.
