Because in Chinese, there's a ten-thousand unit when counting. So if this was a Chinese rumor, it would write 2 million as "200 ten-thousand". I'm guessing the OP realize that it's in million, but then forgot to change the actual number.
It was an mistake.... no need to call anyone an idiot. Heck, you know how many of these exact mistakes people make in physics classes when trying to use the metric system? And that's with people legitimately trying to get a right answers on something that matters (test scores and grades) vs. a post on the internet.
I tried googling this but couldn't find anything that makes sense to me. How does anyone mistake 10k for a million?
