All really depends on your salary doesn't it? What is too much for one person, could be very reasonable for someone else.
Depends on location and amenities. I wouldnt pay $550 if it were in the ghetto. But Paying $1500 to live in the galleria or downtown (nicer location) sounds like a bargain.
My brother paid 2600 USD/month for a studio on the Upper East Side in NYC a few years ago. Place was terrible with mice and stuff running through stove and vents. But it was walking distance to his work so he valued that more.

You need to give more info...for a luxury apt? size? location? And so on....Once you start getting around $1100- $1200 it better be a real nice apartment, like remodeled or new construction.
In Houston, $650 - $1500 depending on the neighborhood. Could probably get a condo or old ranch house for the latter if you commute in from one of the older and further suburbs.
Certain markets have minimum and maximum prices, at which point you have to earnestly consider roommates or even public housing.
I paid 825 for my 1br in the Heights right on Heights Blvd. It wasnt luxurious but it was comfortable.
Good location in Houston? Then you're looking at $2000ish. Close to the good areas in Houston? $1500.
For 1300 you can get a pretty nice place in a good area of houston. That's probably where I would also top out at. For argument sake, let's say 1500...any more then it just doesn't make a while lot of sense not to buy something. If you're paying more than that in houston than you have more money than sense or you are just looking for a short term thing and are just willing to pay a premium for an experience.
