I was responding to you posting that we had to put our faith in "one party" or the other. I assumed (kind of logically) that you meant political parties. Maybe you meant generic "party" like it could be a person.

If you are talking with people you trust, especially with first-hand knowledge and/or experience (rare), that is completely different and not what I was talking about.

Sorry. I meant a party of people, should have used a different word. I was understanding of Congress opting out was based on discussions with two Congressmen, among other online "sources."

Let's put it this way. Is the Grassley amendment NOT part of Obamacare?

Are they NOT seeking to remove themselves from that provision?

    Is that NOT opting out?

Whether you think the provision is good or bad, they are opting out of it, i.e. they are opting out of Obamacare. I understand what you are saying, that if the government is a large-employer what's the difference in them subsidizing, but that's in the law.

    Yes.

    No, and no.

What they were doing is seeking clarification because no one knew what was ultimately meant by the amendment because it was poorly worded. Some people were concerned it meant one thing. HHS clarified that it did not.

...an amendment to the bill is not part of the bill?

The Grassley amendment is part of the final bill. On third reading a bill is read in full, including amendments, the final vote is on the entire bill. It is part of Obamacare.

I think you make a material distinction between a bill and the Constitution, but not the hair-splitting distinction that was trying to be made by some. It's like asking if the vest is part of the suit. Who cares?
