I heard a few more say this and I disagree totally but I can see how one can say that about Biggie because he only had really two albums. I think both Pac and Biggie would have stayed on top of the rap game if neither one dies. I mean who was going to knock them off? And I remember some people saying Pac were the GOAT before he died.

I haven't heard every Jay Z song, true. But based on his style, lyrics, persona, and the songs that i have listened to, i'm going to say Tupac is more exciting of a person and artist. But Jay Z's non rap accomplishments are impressive, his businesses and his catch of Beyonce, he has the president on speed dial.
I listened to Jay-Z Magna Carta.... I characterized that as "dad rap". I liked release approach, didnt dig the album. And I think it is LAME that its Jay-Z passing up ELVIS PRESLEY for the all time #1 albums record. On launch day listening to radio stations play Jay-Z's older catalog of songs, I gained a little MORE appreciation of him. He's had lots of songs over the years and guest spots that didnt seem outstanding or anything but in retrospect is things you jammed to. Like it or not, Jay-Z is a huge symbol of culture. Observations/Commentary: - Tupac maybe exaggerated his persona, but was not what I consider fake. He's the son of Black Panther revolutionists. (His own AUNT right NOW is on FBI Most Wanted List) - Pac and Biggie was the BEST AND the WORST of Hip Hop. They brought it up AND down. Their music inspires. It really did seem like they were running NY and Cali then. But their lifestyle choices OBVIOUSLY are a huge BLEMISH. Unsustainable real thuggery. - Unlike Jay-Z and Biggie, Tupac was NOT MATERIALISTIC, and didnt deal in the metaphor, cliche and pop references. And didnt deal much in "sick flows". Its really quite a feat for him to built as landmark a career without resorting to the "easy way". (And from that, can see how earlier rappers like Scarface have credibility, because they talked about life and the world and had something to say) - While Tupac's introspective ways are admired, I think most people still just take to Tupac's straight line prideful ANTAGONIST quality. People want the Tell-it-Like-it-Is "I DON'T GIVE F***" way and to emulate and feed off of. They want the visible machismo (though they're not activists), they're not wanting the poems. Hard to pick a "winner". FROM MY VIEW - When it comes to best ever albums lists, Tupac's don't seem as as high as Biggie's bests or Jay-Z Reasonable Doubt (which I think is overrated but people seem to praise it). But Tupac's presence I think would be great, he's a "light up the room" type. Has flair for movies and general entertainment. He'd have discussion podcasts now and all kinds of stuff. Imagine Tupac on Twitter now. Sad loss still
