Problem is, Pac and Big died and then their deaths propelled them to be even bigger icons than they were in life. I believe if they would have lived they wouldn't be considered as great as they are now. I do agree that Jay-Z is overrated. He's not even close to Eminem in my opinion.
Missy Elliot and Easy E before Jay-Z and Kanye? Meh, personally I wouldn't do it. I don't like rating folks but if there were tiers for all time rappers I'd put Kanye WAY up there. Not many has had the impact on rap the way he has, not even Jay-Z. I also think there have been many great rappers since Tupac and Biggie. Outkast, Kanye, Jay-Z, Nas, Wu-Tang, Eminem, Common, Lauren Hill...it's not like rap died when those two did.

The problem with Jay Z is he raps too much about himself and how great he is. Tupac raps about the struggles in life: From "So Many Tears" Does Jay have anything this real or deep?
