It's normal to have more than 15 players under contract. You secure some players already and then you try to upgrade.
Rockets go ahead and try to sign Miller. We need many good shooters as possible to take pressure off Harden and Howard. We really have a chance next season, so why not now?
The most logical person to cut would be Reggie Williams in my opinion. If we trade Asik at the deadline, we're going to probably deal him for another star player, which could require us to trade Lin. With that being said, the most logical person to cut is Williams because we'd be settled at the PG with Bev, Brooks, and Canaan. Then we could bring up Covington to play the 2 or we could sign a 3rd string SG that is available. We'd be good at the 3 with Parsons, Cisco, and Casspi. We MIGHT have to give up T-Jones or D-Mo to get who we want, so we could keep Smith and slide him to 3rd string PF/C and (hopefully) have Camby to backup Dwight.
Let me clarify my viewpoint, I'm not against a healthy MM with the Rockets, everything you stated makes sense,the stats don't lie. My concern lies with his health, he's 33 with recurring back problems. If we sign him and he plays relatively healthy he's definitely a steal and obviously better than any of the other players we've signed! I'm just not convinced his back will hold up and we're going to see a lot of him looking good in Armani suits. As far as him receiving the vet minimum, that's awesome if he plays not so so awesome if he's a benchwarmer. If we sign him I hope my concerns are a mere folly! Miller would be a great pickup as long as his back holds up. One can only hope. I think he could give us 15-20 minutes a game.

Miller was amnestied, so he's basically playing for free wherever he goes next year. It makes no difference to him if we offer more than the minimum. If he wants to come here, great. I think he's a no brainier at vet minimum, even with his health concerns.

He's just a guy? Lol what kind of argument is that? He's only 22, has great size at 6'10 250 and averaged 6 points(62%) and 4.6 rebounds in 16 mins. Cutting him over Brooks, Williams or Covington is a stupid thing to do to me.
He is just a guy, no trade market for him and no regular place in the rotation of a good team. Smith is a nice guy for the end of the bench as an emergency for injuries or foul trouble. We are guilty of overeating him on here
So much in the NBA trading season is a gamble, but I personally would be happy to gamble on him remaining in good health for the next few years. Risky, true, but the Rockets have taken bigger risks before.
