Google search Houston recruiting and/or staffing firms, go through them. With zero experience, and not an acclaimed degree it's hard. The big corps filter with software what stands out to them is a great school, great gpa, great degree, or a combination of the sort. If you write in white font at the bottom of your resume(so if you print it you don't see it) the words Harvard University or 3.98 GPA or something of that sort, you're name will actually appear through the screening lol. But best bet is to go the other route. If you're young, and a recent graduate, you must have a good GPA to get a good job.Big corps will want 3.2+, but in houston, you're in luck if you are an engineer.

I just google for hq's located in Houston and just run down the list and look for openings on my field. Or I keep a specific industry in mind and google companies in that industry in Houston.

Gotta admit I'm kinda surprised you having so much trouble finding a job in Houston. I was under the impression that finding a job in Houston was easier than in other places. Maybe you're just an outlier or something.
ya it's strange you're having this much difficulty - damn near every day another major firm is announcing expansive hiring efforts in the region. hell: http://www.bizjournals.com/houston/news/2013/07/09/allstate-continues-hiring-spree-in.html and a lot of similar firms are doing the same. look into insurance companies, financial advising/planning firms, banks, construction, damn near every major oil and gas company... the list goes on and on.
