I don't understand the 570k talk? I thought you could go over the cap too sign picks and vet minimum deals.
I think due to his injury Feigen is implying that he will play in the Las Vegas Summer League. There is only one game left in the Orlando league so he probably would have just stated that he would play in the Championship.

He's not a vet, given that he has played 0 seasons in the NBA. His minimum is 490k. But because the Rockets will likely have ~570k left over after Dwight Howard signs, they can use that money to sign Cannan. The Rockets can only offer 4.5% raises, meaning that it's likely something close to 570k, 596k, 620k(team option).
He was a second round pick, which those players usually get the minimum. Anything over is not part of that rule. You can for your 1st rounders. You can only sign your 2nd rounders for the minimum salary if you are going over the cap, unless you use an exception.
