What are the rules on signing Delfino and Garcia now? Can we go over the cap to keep them or did we rescind that right when we waived them?
We will have to waive all our MLEs unless Lakers agree to a S&T. That leaves the Room Exception 2.6m (2 year max) We could offer Delfino or Garcia but they will be taking a pay cut. Last year they made 3m and 6m respectively. Apart from that we only have Vet Min. exceptions I think.

Garcia Is really the perfect back up wing man for our situation.. Excellent shooting, winners mentality (despite being on the kings for like 9 years) plus solid defense and length
And the thing is, it's not like the roster is empty after Howard and Harden. Parsons is already good and still improving. Asik is a quality player (who will likely be traded for a different quality player). Lin is more than serviceable. Jones, Montiejunas, Beverley, and Greg Smith are all useful. Canaan might be useful, though it's hard to say. Not seeing the problem here.
Lin is not worth 4 million a year. 8 is a joke. There are people on clutchfans who can dribble better

No. Like the MLE, the Biannual Exception is only available to teams that are over the cap. They do, however, have the new Room Exception, which can be used to sign an extra player to a two-year deal starting at $2.652 million.
