Doesn't work that way. With a trade, you can take back 150% of outgoing salary. Which means the ~$16mil salary of Barnes+Bogut is enough for Howard's ~$20mil. With the salary cap, you need the actual $20mil, and this is AFTER they adjust for roster space cap, as trading Bogut and Barnes means 2 players leaving, and $1mil cap hold on roster space takes affect. Long story short, if Iggy has signed, then the Warriors need to trade Bogut AND Lee for Howard room.
