Can you be more specific? Is he under contract for a FIBA team or not? That's all that matters to whether we are forced to offer him a contract. If he is under contract right now in Spain, then the Spainish team rules his destiny. He has to ask for clearance from FIBA to "seek to play in NBA." His FIBA team can block that request. Am I missing something in what you are explaining? You seem to say he's in control. Why? Can he afford a buyout by himself without the help of an NBA team who drafted him? See what I'm saying. If he is under contract in Spain, he really has no control over where he plays this year, except maybe if he can afford the buyout himself. But then, at best, and maybe well after the July Moratorium, he can become a Free Agent in the NBA if he drafted team fails to tender an Rookie offer. But then, really, does he think he'll get a rookie scale type contract as a free agent.
The cap hold for a 1st round pick on a non-NBA contract ends when player signs contract or 1st day of regular season. Whichever is later. Cap hold goes back onto team every July first and disappears at start of each season. Whether he can be offered contract by Rockets does not matter. To get out of cap hold during offseason, team needs to get letter from player saying he won't play in the NBA for the season. This is paraphrased from Coon's FAQ.

OK, I get it, but can you please point to the paragraph? I can't find it. My understanding is there is no cap hold if you don't offer the "Required Tender" on a drafted player. The cap hold is, in fact, the Tendered offer. You have until July 16th to offer that or the player becomes a free agent. My understanding is the player has to be eligible to become an NBA free agent for the tender to even be required. Signed FIBA players are not eligible to be NBA free agents, so I thought NBA teams don't need to send them a tender, thus no cap hold. Of course, I could be wrong that they still have to offer the tender no matter what; thus I cap hold. But I don't see that stated clearly about players under contract with FIBA teams. Hes gonna be beast once he puts on muscle on his frame! 2-3blocks, 7rebs should be easely achievable for him even now. Im not even talking about his offensive potential.
I watched some of his preseason games, and I'm convinced of his potential. He seems to be a longer Batum with handle, or a lesser Durant but with more aggression. The look in his eyes is something impressed me the most - he has that killer instinct if I'm not mistaken. BTW his only field goal last night is actually pretty impressive...have you ever seen Durant using Harden's euro step?
Sad thing about his age and rawness are that it will force Milwaukee to have to overpay to keep him even if he isn't panning out like a typical rookie. He'll be due an extension when most players are signing rookie deals.
i just how they play him atleast 20mins per game so he actually develops and not just sit him on bench...
