I think the HoFer should be from anywhere where he played during his prime. Depending on where he was the best. So you can Orlando Shaq for example.
i don't think that's really true. you have the Bulls, the Celtics, the 76ers, Bucks. it's pretty even.
that would give a huge advantage to the conference that drafts first. they'd w**** up most of the best hall of famers

i can think of at least 5 that belong among top 16 and spent pieces of their primes in different conferences. if one conference can get them all, they'll be overpowered
