That's the reason, they don't want to get him with a ridiculous price tag but I also see the fans perspective.
If Brazil even wants a shot at winning the world cup they should have had Neymar leaving last year. If you look at their international friendlies you routinely see guys like Oscar and Lucas outplaying Neymar. Both those guys went to Europe and got better. Neymar needs to challenge himself more he's not going to get better being the best player in Brazil.

He's playing bad for Brazil, think the WC won't help his stock at all and the team will disappoint to the fullest (probably the wrong word, as they are mediocre and no one rates them high).
The real reason I think he will come before WC is because his contract expires in 2014 which he won't renew, Santos will have to sell before or risk losing him for nothing. He will come before WC.
Barca apparently signed him to a contract with a 80mil compensation fee in case he goes to another club. They pay Santos 45mil, no matter if his contract expires.
Could happen if Liverpool management somehow get their hands on pictures showing Neymar having sexy time with other men or transvestites.

Buying Lewandosky seems to be this year's Fergie transfer muppet project, last year's being kagawa. Signing Lewandoski and moving Rooney into central midfield, as rumours suggest, so as to be able to play RVP, Lewa, Kag and Rooney at the same time is absolutely unnecessary as United is well stocked when it comes to strikers. And Fergie has already hinted that he would not buy a central midfielder, again, for the SIXTH YEAR in a row. This is an even bigger transfer muppet lovefest than the completely unnecessary Berbatov signing.
