No, it's because Lucas messed up the timeline with the prequels. When the original trilogy was shot it was not intended for Anakin to have been a little boy pew-pewing through the galaxy in a fighter jet like it was a toy and then fighting in the clone wars as a member of NSync. Lucas decided he wanted to go super kid friendly so he messed up the timeline.
He's younger than I would have thought. He was only 31 when he made that movie. To have already been made Admiral by the age of 31 is quite an accomplishment. RIP.
