Yes it does, because by definition a tiebreaker only applies when teams are tied. You are thinking of the case when the 4 seed is a division champ but the 5 seed has HCA, but that only happens when the 5 seed has the better record (so no tiebreakers apply). Division champ is always guaranted a top 4 seed.
Yes. I am hoping for this outcome as well (as a Clippers fan). GS is too unpredictable and could beat anyone if they get hot for a series. Memphis is too physical and will destroy any chance in the next round. And Denver just doesn't lose at home.

Not true. Divisional winner is guaranteed top-4 seed, not top-3. Let's say teams end the season this way: Thunder 61 wins, Spurs 60 wins, Grizzlies 57 wins, Nuggets 56 wins, and Clippers 55 wins. The seeds would go: 1.) Thunder - division leader 2.) Spurs - division leader 3.) Grizzlies 4.) Clippers - division leader 5.) Nuggets The Nuggets would be unable to secure a top-4 seed because again, division leaders are guaranteed a top-4 spot. Even though the Clippers would be the No. 4 seed, the Nuggets would actually have home-court advantage in a playoff series against them (Games 1 and 2 in Denver) because of regular season wins. Hey, I have nothing against the Rockets but they are the best matchup for the Clippers given the available options. I think it'd be Clippers in 5 or 6. But 90% chance it's Clippers v Memphis round 2.
