City leaders announced on Thursday details for a more than $500 million plan to construct a mass transit corridor on Post Oak Boulevard and provide much needed improvements to Memorial Park.

The transit project would widen Post Oak near the Galleria to allow for construction of two dedicated Metro lanes within the median for buses. It will preserve the six lanes of automobile traffic currently in place.

"With office, residential and retail markets flourishing in Uptown, the area needs a substantial transit improvement plan to serve its growing needs," said John Breeding, president of Uptown Houston, a development organization. "And it's clear that as Uptown prospers and grows, Memorial Park would play an important role in providing an enhanced quality-of-life and ultimately connecting Uptown Houston to Buffalo Bayou Park and Downtown Houston."

The plan relies on City Council approval of the extension of the boundaries of the Uptown Tax Increment Reinvestment Zone No. 16, which currently encompasses the Galleria and surrounding area. The TIRZ, as it's known, funds projects with property tax dollars from the zone.

The estimated cost of the park and transit projects is $556 million over a 25-year period. The funding would come from revenues generated as a result of incremental growth in property values within the Uptown TIRZ boundaries.

The proposed TIRZ expansion would annex 1,768 acres of land into the TIRZ. This land consists primarily of public rights-of-way, public parklands and bayou waterways.

The improvements to Memorial Park will include site remediation, erosion control, removal of invasive non-native plants, the re-establishment of native grasslands and forests and facility needs.

"Memorial Park is one of the crown jewels in the Houston parks system," said Mayor Annise Parker during a press conference at City Hall Thursday morning. "With the assistance of the Uptown TIRZ, we can repair the devastation left by the drought and return the park to its former beauty for generations to come. We also have an opportunity to improve mobility in the heavily congested Uptown area. This is a visionary plan to meet two important community needs."

I guess this is what you do when you don't get rail?

Basically. But getting the right of way is critical; that way if they decide to make a rail down the lanes and stations are there; they just have to do utility work and lay tracks.

Not quite, but BRT is still quite good and considering the circumstances, I'm happy this is being built.

accomplish what exactly? make the galleria more accessible to homeless people and thugs?? The metro rail and the buses are great and serve their purpose in the med center (where I'm at) and downtown and a lot of people benefit from using them. Who the hell is going to use a bus to get to the galleria? There is ample parking in the galleria area and there aren't that many "jobs" in there (compared to the med center/downtown).

Not only is this an unnecessary waste of money, but it also does way more harm that good. The galleria area is one of the few areas left in Houston that is still relatively ghetto-free. Why do this now?

Yes...I'm convinced you don't drive around the galleria on a daily basis if you don't believe this.

Still smh at "homeless people and thugs." There are already buses that go to that area. This reeks of nothing but blatant racism. At least basso, bigtexx, commodore, and others are at least somewhat discreet.

    PointForward = not smart.

So many flat out erroneous statements in such a short space it's almost laughable.

Anyways I heard most of the major employers in the uptown area pretty much demanded that the uptown district move forward on a true transit system lest they start jumping ship. It comes down to recruitment/retainment of employees and mass transit is becoming more and more of a major factor. I'd prefer rail but I'm happy to see something happen.

Ok, fair enough -- let's discuss, because I'm not 100% convinced of the "accomplishment" either. Will this actually help relieve congestion? How exactly? Which cars would no longer be on the road due to this? There are existing buses there now, how much incremental ridership would there be?

I like it also. Las Vegas has added some Bus Rapid Transit routes and it is very popular. I think once Houstonians see how well this works, people will want additional routes added.

    Something to think about.

The buses obey regular traffic light. You don't need to stop for a bus that is 4 blocks away and have to wait til it passed 3 blocks before you can cross the intersection.

Rail does not have traffic light. All traffic must stops for rail.
Rail only works when there is tons of passengers and it does not compete with passenger vehicles at crossings.

If you think you have congestion before rail, wait till you have rail.
