    Reprehensible policy regardless of how it is applied. The probable cause standard exists for a reason.

    That said, the way in which it has been applied makes it far worse. Sounds like NYC needs a new top cop.

    Allegedly racist policy...approved by black governor...probably partially implemented by black cops...in city with black sibling and cousins who have never complained about being frisked...head exploding...

    The policy should have never been allowed or implemented. That said, it reads more like he's throwing someone under the bus and distancing himself from it, rather than telling the truth about who said what.

    This is a strange article. They speak of a 'stop and frisk' as it is some sort of new policy instilled in NYC...

    The Terry Frisk has been around 1968 and has already been amended and approved by the Supreme Court on several occasions. When used properly, it is for our safety when you encounter a subject.

    Guess they do **** differently in NY then we do down here...

    I'm kind of curious about this quote,
    What did he really say in those brackets (Blacks and Latinos)?

    Everybody knows that nobody directly references black and latinos anymore for fear of a racial backlash. I have a feeling he used the term urban youths which is pretty much the same thing only "not racist".

    I'm surprised that he admitted this. Stop and frisk is no different then the random insurance checks in Houston. Blacks and Latinos will always be second class citizens in america.

    From what's posted in this thread, it doesn't seem like there's much proof that Ray Kelly actually made those remarks.

    He didn't admit that he said this. Indeed, there is no proof other than one person claiming that it was said. I do not know whether he really said it, but it isn't fair to just assume he said it.

    Regardless of who said what, isn't the net product of the NYPD Stop & Frisk to instill fear in blacks and latinos? Does it much matter if they say it aloud behind closed doors or merely leave it to a wink and a nod?
