It's not the 'civilized' parts of the world which are the problem - it's the very deep 3rd-world areas which need this stuff the most, and who also happen to be the least likely to a) have access to it and b) use it if they did. Now to be fair, this is not only an issue regarding contraception. The bigger issue (and one not helped by the gel developed in India) is of disease prevention, which the condoms do help SOME. Even still, one way or the other, this involves trying to pull people out of the dark ages, but first people have to accept that those folks are IN the dark ages, and being politically-correct about it and trying to pretend their situation is something other than what it is, is counter-productive.
I have a suggestion...a covering exclusive to the glans penis...the condom would exclusively be limited to the glans. This would help with pleasure and prevention of seminal fluid, however the risk of STD's such as gonorrhea, chlamydia, and syphilis could still be transmitted...

But most guys don't have that luxury and biologically girls don't have incentive to crave their semen on a subconscious basis. Condoms are just another measure for natural selection - like feminism which urges unattractive women to prioritize careers and masculine personalities over being nurturing and compassionate.
As for the children in Africa, I think it's in their best interests that they don't have 10 brothers and sisters to look after as opposed to 1. Birth control and eugenics aren't so terrible in places where infrastructure is non existent and overpopulation is rife. African Americans are a result of eugenics and they have the best standard of living out of all blacks. They dominate the NBA and NFL. Is there a huge difference between that and natural selection in a civilized state?
