Not all anime are the same. I don't think you can say that anime movies like "Tokyo Godfathers" or "Akira" have non-Japanese-looking characters, unless you expect all animated Japanese characters to look like WW II U.S. propaganda caricatures. Also take into account that in the U.S., an unmarked cartoon character is automatically assumed to be white. If you just draw a typical happy face, people will assume that it's racially white unless you add racial markers are darker skin or slanted eyes. But this is only the American perspective.
I saw one similar to this (maybe fan made?) that had Harden as Osama Bin Harden, yea they have a diff sense of humor than we do..
Uh...maybe it's because none of the three people depicted are Japanese? If you're talking about in general, have you seen enough anime/mange to draw that conclusion? I'd venture to say that most anime/manga characters don't look like any type of human.
