There's only one ass here, and it's clearly you. Since you were attempting to describe the quality of their speech and not the quality of the English language in general, the correct phrase is "Everyone there speaks English well".
I think describing the quality of the English language in general would read "English is good." He's describing the quality of the English spoken. Prithee make known, by what manner, doth one bifurcate betwixt the quality of one's speaking in a single language and the quality of the version of the language one speaketh.
It's going to be harder to melt if you don't speak English. Not impossible, just more difficult. If I were an immigrant, learning the host language would be priority number one.

Quite clearly, the "good" was an adjective modifying the noun "English" - while you thought I had said something like "They speak English good" - which would have been incorrect - but that is not what I said.
Back to the topic at hand: As it was previously discussed whether the state should fund language courses for immigrants and help them to learn the predominant language: I think that the state has an interest in doing this. If people learn the language of the country they immigrated to, they have a better chance of becoming productive members of the respective society. There is also less danger of stigmatization and social isolation. Therefore, while I wouldn't say the state "owes" it to immigrants to help them learn the language, I think the state should do it to a certain extent out of its own interest in improving society.
As a second-generation American, I actually get annoyed with the other way around. Namely, people of my generation don't make the effort to keep up the language of their ancestors and just take the easy route of learning English - I'm the only one of my parents' children who actually knows Japanese. While English should be the official language as a unifying factor for the nation, I think it's just as important to keep the old ways and respect for the old country.
English while not the #1 spoken language was chosen and agreed by all countries as the universal/worlds/unity language for a reason I would hope that immigrants try to learn English but I can understand it takes time. What peeves me is driving down Highway 6 and seeing Mexican flags waving around at every used car lot
