    I doubt Royce knew about the note, assuming this is legit at all...he'd have anxiety over the poor grammar. Sounds like his mother wrote it.

    Another reason to get rid of Royce white. His family is pretty messed up as well.

    They actually referenced "volume of traffic". Sometimes people call the police when they see unusual activity. This looks like a courtesy note to let people know the extra traffic is for a party, not some hoodlums out to rob them.

    What constitutes a noise violation anyway?

    We are the family of one of the city's finest bus riders in Houston, Royce White #30.We are sending a nice, warm, friendly greet to the neighborhood of rich white folk and also notifying you all that we are temporarily renting property in your neighbor hood at golden corral.Please do not be alarm by the volume of traffic due to streaking by Royce White, he tends to do these things when drunk on Hennessy We guarantee throughout White's episode, all will be controlled, safe and secured, we have the tranquilizer gun ready..With all due respect, don't hesitate to call the police on Royce if he escapes from Mental institute. We are to keep Royce White at minimum before taking him back to the nut house.

    This whole thing isn't going to end well... Royce as an NBA player just isn't going to work. Guy quits easily, doesn't work on his game, has mental issues, has issues with authority and a strong sense of entitlement.

    Maybe he and Titus Young can get a comedy act.

    Basically, if while on your own property, you can hear other people making noise (or they hear you) and it disturbs you(them), that constitutes a noise violation.

    City of Houston - Code of Ordinances

    Sec. 30-2. - General prohibitions

    (a) It is unlawful for any person to make, assist in making, permit, continue, cause to be made or continued, or permit the continuance of any loud, unnecessary, or unusual sound or noise that disturbs, injures, or endangers the comfort, repose, health, peace, or safety of others. In determining whether a sound or noise is loud, unnecessary, or unusual, the following factors shall be considered:

    (1) The time of day;

    (2) The proximity of the source of the sound or noise to residential structures;

    (3) Whether the sound or noise is recurrent, intermittent, or constant;

    (4) The volume and intensity of the sound or noise;

    (5) Whether the sound or noise has been enhanced in volume or range by any type of electronic or mechanical means; and

    (6) Whether the sound or noise is subject to being controlled without unreasonable effort or expense to the creator thereof.

    (b) The acts enumerated in the following sections of this chapter, among others, are declared to be sound nuisances in violation of this chapter, but such enumeration shall not be deemed to be exclusive.

    Sec. 30-5. - Maximum permissible sound levels

    (a) In addition to the violations established by the preceding sections of this chapter, it is unlawful for any person to make, assist in making, permit, continue, cause to be made or continued, or permit the continuance of any sound at any location beyond the property lines of the property on which the sound is being generated that when measured as provided in section 30-6 of this Code exceeds the applicable dB(A) level listed below for the property on which the sound is received:

    (1) Residential property:

    a. 65 dB(A) during daytime hours.

    b. 58 dB(A) during nighttime hours.

    (2) Nonresidential property: 68 dB(A) at all times.

    Any sound that exceeds the dB(A) levels set forth in this section under the conditions and measurement criteria set forth in this chapter is a violation of this chapter. Evidence that an activity or sound source produces a sound that exceeds the dB(A) levels specified in this section shall be prima facie evidence of a sound that unreasonably disturbs, injures, or endangers the comfort, repose, health, peace, or safety of others in violation of this chapter.

    (b) Regardless of the measurable dB(A) level established in this chapter and measured in a manner provided in section 30-6, the creation of any sound causing persons occupying or using any property other than the property upon which the sound is being generated to be aware of vibrations or resonance caused by the sound shall be prima facie evidence of a sound that unreasonably disturbs, injures, or endangers the comfort, repose, health, peace, or safety of others in violation of this chapter.

    I've been a college student for some time and when (and if) we wrote these kind of notes we always included something like, "Call this number XXX-XXX-XXXX before calling the police, please"
