so basically a whole lot of nothing. Emissions limits on new plants has been assumed for years, which is why so few new coal and nuke plants have been built. Getting greenhouse gas emissions limits on existing plants will be a non-starter as it would be a devastating blow to the economy. the CAFE standards have already been increased, which I don't have a major problem with
