I'm not sure how this is pertained to religion. It's pretty clear in the US that statutory rape laws are enforced very subjectively. For example, a black boy and a white girl in the south having sex? Good lord the black boy needs to go to jail and be deemed a sex predator for life. White boy and a black girl? Boys will be boys. Slap on the wrist if that. There are plenty of get out of jail free card. But at least based on my own experience in the US, I'd much rather choose to be a white devout Christian standing in front of a judge than a Muslim.

The statutory rape laws are heavily dependent on the parent looking to report it. White parents might be much more likely to report based on race than black parents, but rest assure once an accused is reported, there is no mercy, regardless of color or innocence or guilt.

I don't think this has anything to do with Islam. Rather I believe this is a problem of integration and immigration policy. This. While the guy might've been ignorant of the law and naive for whatever reason the law is still the law. Also while people develop at different ages 13 and 18 are still pretty different. My understanding of what are known as Romeo and Juliet laws that modify age of consent laws is that they are for people within 2 years of age difference.
