As in would pair up with the heart rate strap of something like the Garmin forerunners? Unless the technology changed, those straps work by some wireless system called ANT, and you'd need an adapter for your i-device to receive that signal.
Yes, I don't need a GPS device. Just one device that records everything (HR, distance, pace, etc.) and let's me keep the data to track it.

Also, any reason you want to use your iPhone specifically rather than a Polar type of watch? Watches, generally, let you transmit the data to a web site to keep track.
Why the H do you need an App? Can't you just RUN and RUN or JOG or whatever you're doing? Can't we ever do something without having to use "technology" for every single thing you do? Come on, now.
I already have a cheap timex heart monitor watch and I like to track my runs on my phone and listen to music so I just wanted to see afterwards how my heart rate fluctuates at points in my run. I've looked at some of the Garmin watches and the reviews are pretty hit and miss. I have an iPhone 4S which doesn't seem to work with your link.
