It's the result of a series of changes including tax increases and spending cuts that the state has put in place starting in 2010 after Jerry Brown took over.
I own a home in California. Real Estate taxes here aren't really that expensive. Taxes here have been crazy in the past where middle income tax rates would be more than upper income tax rates, but thankfully that has been changing. Also is your friend cheating the law? If he has his real estate license here in California and is selling properties here, I don't see how he could claim all his business was out of state.

His real-estate license and all of his holdings are here. He just is from San Diego and has a house there... but it is far easier and less of a gamble to make money in real-estate here.
