    I think the gist is that the child is ending up a ward of the state (or at least on medicaid) and since this was a private but not anonymous donation (at a sperm bank) the state wants to shift the responsibility to someone else.

    Aside from the inaccuracy of this statement, they also had the option of not sticking their penis in a vagina.
