Spoiler As of this point no. Also I don't ever recall them mentioning that it had spread to places outside of America like they did in the season 1 finale(When the CDC scientist said France was one of the last places to keep searching for a cure.)
If the Governor, Hershel, and Merle are mix together, they would make a pirate... (Eye patch, fake wooden leg, and a hook)

There definitely seems to be some similarities between character actions now and in the past. But there are some slight differences I think. It's interesting how Shane never thought Rick could survive in this new world, but he has primarily because he became more like Shane, without become unhinged and losing all sense of morality. Using the guy in the cabin as bait reminded me a lot of Shane shooting what's his name in Season 2. Only difference is they killed the guy in the cabin because he was gonna let the walkers inside the house. But they still coldheartedly used him for bait. Then Michonne killing Penny and Shane killing the walkers in the barn. The differences I see there, and the reason why I didn't think Michonne a jerk for doing it...Hershel was trying to save any walkers that come onto the farm because he truly believed they could be cured. While the Governor seemed to hope perhaps Penny could show some sign of being human again, I think he kept her (and created that whole town) for his own gratification in feeding his denial that things could ever be what they were again. He knew what the walkers really were and knew everyone was infected. Still the problem is I think the writers did too good of a job in representing the Governor from Andrea's point of view. I can't blame her for wanting to stay there, after being on the run for so long. And while we got a few glimpses of his sadistic, psychotic nature, I don't think it was quite enough. It would have made the glass shard to the eye as satisfying as the Bride to Elle Driver's in Kill Bill. Andrea and Michonne were polar opposites. Andre was 100% blindly in love of the place and Michonne was way too mistrusting (without much provocation for it). Gonna be a fun to see what happens. I don't think the Governor and Merle are in cahoots though. Not after his gaze on him at the clinic and then his words to him in the pits, when he said, "You wanted your brother, now you got him." He's out for blood. And loved the tone of his voice and his speech. Reminded me of Palpatine to the Senate in Revenge of the Sith.
