It's a minor car wreck, not an assault on his wife or anything. Why the **** would he want to make a minor situation into a major one? Seriously, you're a father? I'd probably wanna chase him down too, but I'm not going to put my wife or others in harms way in my "pursuit" over a car accident. A car is repairable, a life is not. I don't see how bars can be punished. How would bars know if the people they sold alcohol to did not get a taxi or have a friend pick him/her/them up?
She will have to pay a deductible to her insurance company. The car will probably be totaled if the damage is anything like I think it is. If she has uninsured motorist insurance the deductible will be less and the accident will not be on her record.

If the car is totaled - she loses anyway. Insurance only pays for the value of the car, not the replacement cost of the car. If its not totaled, her care will ge worth less now because of the accident. Its a financial no-win situation. Especially since he was illegal - she probably won't see a dime from him because its very hard to recoup from an illegal alien in these types of scenarios. I feel for you pal, I've been in 3 accidents since I've moved to North Texas - NONE of them were my fault and NONE of them had insurance. One of them was drunk he sped away - and even though he was ordered to pay us back at $50 a month, we never got anything and he ended up going to jail. When someone doesn't make much in the first place, or is paid in all cash, you can't recoup costs. In no way am I saying that illegal aliens are all bad or anything like that - just my personal experiences with the 3 wrecks I've had with Illegal Immigrants. As a matter of fact, a pathway to immigration could help the non-insurance and pay problems. Their wages would increase because contractors wouldn't be able to pay them under the table so easily, and it would be easier for them to get insurance because they would have the proper papers etc.

You can't detain someone over a traffic accident. And if the person is fleeing and you give chase, and the person is injured in the process... you will be the one getting sued, not the driver who hit and ran. Just sounds like you nit-picking the situation, and considering this is Houston, and EVERYONE and their grandmother has firearms... i seriously doubt trying to detain someone is the brightest idea.
