Yes, you still choose a carrier, but can go on the cheap month-to-month plans. I am on T-Mobile's $30/month unlimited data plan. I only get 100 minutes, but after overages my bill still comes out to only about $45/ month. (I'm not a big phone talker). I was paying $70+ on ATT for crappier service. You can also go with someone like http://www.mysimplemobile.com/ if you want to avoid the major carriers. I will mostly likely get the Nexus 4 8GB after cracking my Galaxy Nexus. I don't play games or watch movies on my phone, so I don't need the extra space.

Mr. Clutch explained it better. I really screwed it up explaining it to you. The answer I should've wrote is yes. I answered no because I thought you meant at the time of purchase if you needed to have a certain carrier to purchase it. But yeah, Mr. Clutch's post is spot on.
One thing to note is that the Nexus 4 won't have LTE. However, the HSPA+ speeds on TMobile are not that far off.

I also recommend using a site like CallingMart: http://www.callingmart.com/ Can get the plans a little cheaper, plus they often have small promos (and reward programs). I usually average ~5% off when I order. So like ~$28.50/month. I think there are other sites like this, but that's the one I use, and I haven't had any problems. I just use Google Voice for all my texts.
+1 on Callingmart. With the 5% code plus the additional discount it already throws in it makes my $70 t-mobile pre-paid (unlimited everything, cap at 5gb) $66.50. As far as Groove IP goes. I hate it unless you're on wi-fi. In my experience, it's useless on HSPA+ as the latency and delay is terrible. The one thing that I'm confused about is that if you read the official T-Mobile press release (apparently, they'rethe only carrier that's officially known to be carrying the device) it is worded as if it will support T-Mobile HSPA+42 network. However, the specs indicate it is a 21mbps device. I wonder if T-Mobile will have a varient that supports the faster HSPA+
I briefly used this other VOIP service. Think it was SIPDroid or something. It is better than Groove IP in some ways, but I started having really bad call quality with it (Groove IP had issues at times, but not that bad...actually, think Groove IP has gotten better recently). It might be better with HSPA+ than Groove IP, although I'm guessing some of the other issues I had with it might still be there.
How am I apple hater? Me (iphone 4), my gf (3gs), and our two sisters (iphone 4, and iphone 5) all have apple products. I just ordered the ipad 3 refurb (379) that should be here tomm for my mom. I have an HP touchpad with ICS loaded. I use a windows 8 desktop. I am currently sitting on the fence about which OS to go with next. If verizon had the Lumia 920, I would switch in a heart beat but since they don't I gotta evaluate and see what my options are. There's no need to be a "fan" on any of these tech companies. Just go with a product you like to use on a daily basis.

The Nexus 4 has a great price point... It's low enough to be an impulse buy. If I have extra money laying around after buying Christmas gifts, I might get one for fun to switch between my iPhone 4S every once in a while. I'm not quite ready to give up my iPhone yet since I'm pretty invested in the Apple ecosystem but maybe the Nexus 4 will speed up that process. I'm definitely intrigued.
