What happened with the Thunders showed why Houston changed the TV provider. OKL receive with their TV provider just 25 mill/ year (Lakers made at least 500 mill). yeaaaah you don't really understand how the CBA works do ya? They could not offer the max to Harden because it would put their cap number deep into Lux Tax land. Their cap and tax numbers do not hinge on outside things like tv contracts. They could have gotten ten times that number you quoted and it still wouldnt increase the amount they are allowed to pay.
What he's saying is, that big markets usually get very big tv contracts, which allows them to spend as much money as they want. If the Thunder had a 300 million dollar tv contract, signing Harden to a 60 mil extension wouldn't be a problem.
They could have offered him the max. They would have just been paying a lot in luxury tax. Look at the lakers there are in super luxury tax land, but they can afford it due to the TV contracts.
The new CBA is going to heavily penalize teams in deep luxury tax. Not financially (well yes financially but not JUST) but by limiting player movement and the flexibility a team has. Teams that are over the cap are going to get progressively more constrained in what moves they are allowed to make. It makes trades harder for them and can even make them impossible at some levels of over the cap spending. The Lakers are doing it not because they can afford it (well they can afford it) but because their window is small. It's not like they put Nash on a 5 year deal and Kobe isn't on one either. Nor is Gasol. They are going to be limited in what they can do for a few years but they think they can win a title here. The Thunder wanted to maintain the ability to move pieces around and replace pieces that come due for contracts. Signing Harden for more money than what they offered was going to make that harder and harder for them. It's not because they are poor, it's because they would have lost their flexibility.
