But it isn't just a bunch of general ideas that come in, and get turned into the bill. Look at health care(Though it is the same with many bills). There were specific ideas put forward by the President. Because of those specific ideas Republicans and Democrats then used those to bargain, make amendments, compromises, etc. Republicans wanted to change certain specific ideas in order to support the bill. So those specific ideas were changed. Certain Democrats wanted specific ideas changed in order to support the bill. But in case you missed it, the president's plan with specific ideas is what got the whole thing started. Without it, there is no health care bill. Whether or not you like or hate the health care bill doesn't matter. What matters is that like many other bills the President wants passed, his specific ideas are necessary to get it done.
Again, the way any President gets anything done is by having specific ideas. Those specific ideas are then altered, compromised, and changed into what eventually becomes the law. But a President without specific ideas is a weak leader who will not get much done.
REALITY 101 The legislative branch is filled with people who belong to these things called parties. The leader of one of those parties is called the President of the United States. That President generally sets the agenda for his party and thus the agenda for his party members in the legislative branch.
