Long story but one of the toilets kind of exploded sewage all over the place, twice this weekend. We had someone come out and allegedly unblock the line but it still doesn't seem to flush all the way. We've had trouble with it flushing completely in the past so we need someone that really knows what they're doing.

can you tell if the blockage is on your property or on city property? i had blockage issues before which eventually caused a break in my sewer line. i had the line fixed (lots of money ) and then a month later it would clog again. it turned out the blockage was coming from a broken line under the street. had to finally get the city involved.
Electric water heater. I think the water temperature is broken. I burn my ass in the shower. Plumbers work on water heaters too, or is that more electrician side of things?
water heater is a plumber's job. have you checked the thermostat yourself? maybe someone set it to scalding.
