Not at all. He had a bad year last year, but he is not regressing. People only said that to "defend" their own QB.
This was the right play. 50 yard FGs are regularly good from 10 yards longer, so I don't think leg is necessarily an issue, at least for many of the kickers. There's just so much risk of trying long ones because of the field position you give up on a miss. But since that's not an issue here, a 62 yd FG is much more likely to succeed than the alternative of a hail mary.

Actually its only a 2nd rounder this year and would have been 18th overall or whatever it was this past draft. Still, it was a panicked move all the way, Jackson kind of went a little crazy. The team is a mess this year and should tank and hope to land a real offensive talent at WR or QB. They also desperately need some young talent at CB. The defense has talent but is very undisciplined and it may take another 2 years to prune the bad apples off the tree. I feel bad for the defensive coordinator because he has to try and teach guys complex defensive schemes that they probabaly aren't used to. It's a rebuild job for sure, but I think they are in good hands with McKenzie and after he has a few drafts under his belt the team will be improved a lot.
If Knapp is trying to re-create the Texans system, they need to build the O-line up first. You don't need to go nuts with the skill positions at high picks when you don't have a foundation in place.
I think they need a stud TE or WR. But I think also think Palmer is too much of a gun slinger. Jake Plummer type, just chuck it up and see what happens.
