so in theory, you can top out at 16*3 + 62 = 110 mil.
lets even say 80 mil realistically, some people will be careless with it.

idk, it seems like a pretty huge change to be added at the end of round 1 out of nowhere.
it changes a lot and complicates things

??? Its just 65 mil cap and you can give away anywhere up to 3 mil of it to help guys with cap and what not.
