"Low brow" only counts when you can relate to it in a ways you want to see things. Mike Tyson characterized as Herman Cain is okay. I would actually venture to think that the LESS racist you are, the MORE likely you are to find this funny. I don't think a racist person would find this video funny at all, it might evoke racist responses from them.

If you are able to RELATE to this then you will find it funny. I don't think my grandma would find this funny, she can't relate to this. On the other hand, can inner-city black people relate to this? Probably. I'm far from that environment, but I listen to rap music so that might play apart in how I find this funny.

Have you never laughed when you see somebody mock or imitated somebody? People mock peoples ethnicities/disabilities/sexual orientation etc.. for comedy all the time and i'm not saying all black ppl talk like that. There are a lot of popular comedians who I find extremely corny. Instead of sounding ignorant just say you cant relate.
