CHL can be civilians, ex-military, law enforcement, or hunters. They don't have to be inexperienced with firearms, and you have to show proficiency with one to even get a CHL. I'm trying to bring a different side to this debate from the "ban all guns" side. There are pros and cons to each, and it's better to make informed decisions from all sides instead of sticking to extremes.
But given the context of this particular situation, what you're saying is the equivalent of wall climbing over the assailant and body splashing onto him to apprehend and attempt to save the day. It's all fantasy. MAYBE if dude came in and the gas wasn't utilized someone could possible get a round directed at the psycho. But let me put it in this perspective.. People no where near the theater rooms 9 and 8 who were leaving and had no idea what was going on initially felt the sting of the gas. People reported entering the front lobby suddenly feeling teary eyed. This was OUTSIDE of the room. Unless you have some heat vision goggles with a gas mask, you're not getting a shot off unless you're severely willing to get shot and hit others. It's chaos in there, my dude. Under those particular circumstances, no one will know which way is up so-to-speak to even aim.
I think you're giving cops too much credit. Most of the people I know that actually carry are ex military.

I am a huge advocate of concealed carry and thought a guy with one in VTech could have shut him down. In this situation, without a gas mask, and a weapon light at a min, you are totally fugged. Crowded, dark, theater. Panicking and opening fire is a bad move unless you were RIGHT next to him. This isn't a concealed carry debate any more than if someone blew a theater up is a concealed carry debate.
I'll never understand why anyone would want to intentionally kill innocent people. James Holmes not only killed 12, he wounded 59, some seriously, to the point where the seriously wounded ones may not make it out alive. What if the the seriously injured victims end up paralyzed? But it's not only 71. He mentally shattered the lives of hundreds to thousands of people the victims were close to. This guy had no love in his heart. Intentionally making other people's lives harder is the most selfish thing anyone can do. This guy permanently destroyed the lives of way more than 71 people. A truly selfish criminal. My brother went to a midnight showing of Dark Knight Rises last night in Houston. I'm glad he is alive.
