In all honesty you are barely entering your senior year of high school. It is 5 years since I graduated high school but god does it seem like things have changed. Were a lot of people active back then, yes, but it wasn't expected for everyone to lose their virginity in high school. You are young, and if you actually want a RELATIONSHIP with this girl then you can wait until she is ready. Also you have barely done anything, jumping up to all the way is a huge jump without doing anything inbetween. You have just kissed her, you need to progress naturally. Have your kisses turn to make outs and go from there. Don't force anything only do what the mood dictates, but that is where you need to start at. I left high school still a virgin even though I dated the same girl for almost my entire senior year. I don't regret it at all because I had a great relationship with her, and even though we broke up before I went off to college I wouldn't change it. Now once you get to college that is when things change. If y'all go to the same college trust me she will eventually become more open minded. It won't happen right away but being away from her parents and being surrounded by people who are so open to being active takes its toll on someones minds and morals. She will eventually get curious if she is surrounded by it enough. The first girl I was with my freshman year in college was completely inexperienced as well and mentality-wise sounded a lot like how you described your girlfriend. It is just one of those things where if she is surrounded by it enough she will get curious, and that was without me ever pressuring her or asking about it. In fact, she was the one that brought it up eventually. If she is worth it then wait, if you don't think you can wait then that means she isn't worth it. Just ask yourself what is more important, having a relationship with her, or having your physical needs met.
