While I'm a bit skeptical about the Raptors falling on their faces next season and getting a pick in the 4-8 range, I will say this: --Valanciunas is young, still raw and will be an absolute FOULING MACHINE for the first half to two-thirds of his rookie year as he adjusts to the NBA game; --No telling how quickly Ross will pick things up next season as a rookie; --DeRozan still can't shoot the ball; and --Calderon (if he's still on the team) and Bargnani still can't play defense. So, there's at least some hope for another lottery season for the Raptors.
That restriction is for new signings/free agents. Under contract players can be traded any time on their own or in a package after 2 months. If all they're doing is dumping salary: for Martin, the Rockets get 2 mil more cap/salary space for Scola, the Rockets turn a 2yr contract into 1yr
It seems the Rockets are also not sure whether Toronto is a playoff team or not, this is the very purpose of including the "reverse protection" on the pick. They might keep making the playoffs every year, but at least you give yourself a much better chance (injuries, etc., can always cause a team to have a bad season).

OK choosing to try to get Lin over matching Dragic's offer made me upset, but I don't know wtf is going on with the FO's plans. There's a very good chance NY will match the Lin offer, and we just gave away a top 10 PG in the league who's under a very good contract for a single protected pick?????? I haven't missed a Rockets game in over 13 years, and I've never been this confused and pissed off about what they have done in the last few days. Kevin Martin and Luis Scola are in the red as being traded next. Both are valuable assets, but I just don't have faith anymore that Morey is making the team better for the future. We should have gotten a lot more back for Lowry, and Dragic should have been given the extra money he wanted/deserves. I understand Houston finally wants to get out of that 9th spot every year and change things up for the distant future, but THIS move is just plain r****ded.
Well, Lowry could get disgruntled by the losing in Toronto + the Raptors were two more losses from being tied for the 3rd worst record in the NBA last year. In fact, the difference between the 2nd worst and 8th worst record overall were a mere 3 wins. And New Orleans, Cleveland (?), Sacramento, Brooklyn, GSW (Bogut back + Barnes), Detroit (?) and Minnesota all improved. It may in fact be a good year to have a top 3 protected 1st from Toronto, and give us a replacement for the Knicks to cheer on (the losing).
