Yes. The Rockets can offer Dragic up to a maximum of 5 years, ~$74.3 million (based on this past season's cap numbers). No other team can offer Dragic more than 4 years, ~$55.2 million (based on those same cap figures). That said, there's no way in hell the Rockets actually offer Dragic that much money (not even the 4yrs/$55M amount); and there are other teams (like Portland, for example) who may be willing to pay Dragic more than the Rockets are willing to pay him.
Morey won't screw this up. McHale wants to adopt Dragic. You can't separate a kid from his dad. Seriously, though, Portland needs a lot of cap space for Batum. They need a somewhat cheaper solution for their PG than trying to outbid us, even if they do want to win now. Goran'll stay a Rocket.
Not necessarily. Until Batum signs an offer sheet, his cap hold is only ~$5.39M. That's less than Courtney Lee's cap hold. (That said, Batum has gone on the record as saying that he doesn't plan on doing Portland any favors by waiting for them to make other moves. Still, though, my guess is that Portland will scare off most teams from actually extending offer sheets, since everyone knows they'll match pretty much any offer.) Regardless, even with a re-signed Batum, Portland could still have enough remaining cap room to make an offer to Dragic that would be very hard for the Rockets to (be willing to) match.
