You simply can't assume that the child was kidnapped in the heat of the moment. As a manager, your first job would have been to ensure that the child and the mother were re-united. This manager did that.

So, it wasn't an actual kidnapping because she never left the store with the kid? Hmm. Seems like it was still a kidnapping if she is pushing a cart around with not her kid in it. And, if they locked the store down, how hard would it be to check the surveillance video right then and there...then nab the lady still stuck in the store and question/charge her? Surely, they could tell what clothes she was wearing along with her hair color...or could pick her out.

I dunno...I don't get it. She gets out of the store with the kid...and it's a major kidnapping case. Just because they locked the store down and she couldn't take the kid out...does that somehow lessen the offense to where they will gladly let her go as long as the kid was recovered? Maybe in their book...but not in my book.

The b**** belongs in jail for attempted kidnapping and should have been nabbed before they let people leave. Now, she can go kidnap someone else's kid!

I can't see how locking down the store until they find the lady is feasible. That might take hours, and you've got a busy store with hundreds of people in it. It obviously took them a while to review the tape and confirm there was even another person involved.
