If Obama wrote to them that he was raised by his Kenyan father and grew up in Indonesia and HAwaii, they could have interpreted it that he was born in Kenya. Did you even look at the link you posted? It was from a Nairobi-Kenya based paper signed off as - AP. The article was not published by the Associated Press (check for yourself using your favorite database). What's more sad, that you took the time to find this or that you're using this for evidence ?
AND is not a conjunction that distinguishes between two clauses (that potentially delineates two separate ideas, in this case words referring to the Declaration of Independence, AND then the Constitution.)
