    From a case involving the shooting of two drunk British tourists:

    Authorities later found that Kouzaris' blood alcohol level was 0.243 and Cooper's was 0.214 - well past Florida's legal limit for intoxication, which is 0.08.

    Obviously the coroner did toxicology tests in that case.

    I wasn't a ME but I am former law enforcement now retired. I spent over twenty years of a three decade plus career in homicide before retiring.

    It can be situational but would generally require a legal arrest but once that procedure has been completed yes further tests can be initiated for further evidentiary means.

    The whole scenario is weird. Something doesn't seem right about the reporting on this, but I'm not sure what it is.

    Can the Police Arrest Someone for Homicide, When It’s Clear He Killed But Likely in Self-Defense?

    Florida law, though, clearly resolves this: “A law enforcement agency … may not arrest [a] person for using force [in a self-defense situation] unless it determines that there is probable cause that the force that was used was unlawful.”

    So in Florida, the police must have probable cause to believe that the defendant wasn’t acting in lawful self-defense in order to arrest the defendant. It’s not enough to say, “we have probable cause to believe that you killed the victim, so we’ll arrest you and then sort out later how strong your self-defense case is.”

    I can’t speak with confidence to whether in the Martin/Zimmerman case the police indeed have such probable cause (which, as you may recall, is a not very clearly defined standard that is well below proof beyond a reasonable doubt, and probably somewhat below preponderance of the evidence).

    Forgive me if you've already done so, but could you offer your opinion as to how normally or abnormally the police acted in this case, to the extent that the facts are known? And perhaps your personal feeling about the events generally?

    It would be very interesting I think to have that POV from former law enforcement.

    Martin's parents also met Friday with the newly-appointed special prosecutor in the case, and the family's legal team plans to pursue a civil case against the Twin Lakes homeowner's association, Parks said.

    and then there's this:

    The Seminole County Sheriff's Office says John Carnduff Stewart of Melbourne Beach emailed Sanford Police Chief Bill Lee on Friday, saying Lee and his family should be killed. Melbourne Beach is nearly 70 miles south of Sanford.

    The sheriff's office says Stewart has sent threatening emails previously, including to Penn State University assistant football coach Mike McQueary.

    Stewart was placed on electronic monitoring as a condition of his $10,000 bond.

    A friend of George Zimmerman, the man who shot unarmed teenager Trayvon Martin in Sanford, Fla., told ABC News today that the voice heard howling on the tape of a 911 call was Zimmerman's, not the teen's.

    The man, a black friend of the family who spoke to Zimmerman tonight, told ABC News that Zimmerman was weeping for days after the shooting, which sparked protests across the country, and he insisted that Zimmerman, who is Hispanic, is not a racist.

    "We wanted to come forward because allegations of racism just aren't true. His friends speak highly of him," said attorney Greg Sonner, who has been representing Zimmerman for two weeks.

    Zimmerman's friend said that the howls heard on the 911 call, which helped galvanize the nation against Zimmerman, in fact belonged to Zimmerman, not Martin.

    A witness who saw Martin on top of Zimmerman told ABC News the same: the pleas for help were Zimmerman's.

    Zimmerman left a voicemail on his friend Frank Taafe's phone, saying, "And I appreciate it, and you're truly setting an example for me for the future of, uh, doing the right thing even when it's tough, and, uh, I appreciate it. I'll talk to you soon. Thanks."

    He is stressed and concerned about his safety. He has been vilified by the entire United States," said Sonner.

    Why is there a press conference? Shouldn't this Black Panther be instantly arrested? You can't put a bounty on someone. Unless Zimmerman is a fugitive and I am unaware of this fact.

    It happened and is obviously relevant to the discussion, so why would he not post it.
