Easiest Pro League?

I was talking to a friend of mine who plans on playing basketball in college, and the conversation eventually led to how some guys from college don't make it in the NBA but enjoy careers in foreign leagues.

Which got me wondering, what is the worst professional basketball league-talent wise? I tried looking around, but had trouble finding one.

Oh, and by pro league- I mean a league that pays players, and is not a minor league of another, superior league (with the exception of national leagues).

 

I looked many places for a list, let you found it no problem.
